Defender still blocking the loader after exclusions

Added folder exclusion and file exclusion for the loader exe but Defender still quarantined a dll on second launch. Real-time protection briefly off worked but that is not sustainable.
What exclusion path actually sticks — whole folder, subfolders, process-based?
Exclude the entire install directory, not just the exe. Restore from quarantine after adding exclusion or you will chase missing dll errors forever.
If you use third-party AV, disable its web shield during download — corrupted zips mimic "loader closes instantly" threads.
Windows Security → Virus & threat protection → Manage settings → Exclusions → add folder containing loader and all extracted files. Re-download if quarantine removed pieces.
Temporary real-time off is only for initial extract and first run while exclusions apply. Re-enable after confirming menu opens.
Check Protection history — Defender silently blocks sibling files even when exe is excluded. Restore all related detections, then folder exclusion.
Smart App Control on Win11 acts like a second AV. If exclusions fail, review SAC settings in the disable-antivirus guide thread path.
Whole-folder exclusion plus restore from quarantine fixed it. Real-time back on, loader still runs.
